During the "Twelfth Five-Year Plan" period, China's wind power industry has achieved rapid development as a whole, with a grid-connected installed capacity of 129 million kilowatts. The layout of wind power development has been gradually optimized, and the development and utilization of wind power industry has entered a new stage of "commercialization, scale, and internationalization". However, China's offshore wind power started late and developed slowly, and the target of installed capacity of 5 million kilowatts was not completed during the "Twelfth Five-Year Plan" period. Offshore wind power is an important force in promoting energy transformation in coastal provinces
