More than 100 people from the wind power industry at home and abroad, including leaders of relevant national authorities and industry associations, academicians, experts, professors, representatives of Haizhuang wind power owners, and other domestic and foreign wind power industry professionals gathered together to discuss the theme of "offshore wind power, Chinese equipment". Frontier technologies, industrial policies, future development, etc. were exchanged and discussed, providing wisdom and suggestions for offshore wind power technology innovation and scale development.
 
During the "Twelfth Five-Year Plan" period, China's wind power industry has achieved rapid development as a whole, with a grid-connected installed capacity of 129 million kilowatts. The layout of wind power development has been gradually optimized, and the development and utilization of wind power industry has entered a new stage of "commercialization, scale, and internationalization". However, China's offshore wind power started late and developed slowly, and the target of installed capacity of 5 million kilowatts was not completed during the "Twelfth Five-Year Plan" period. How to promote the sound and rapid development of offshore wind power during the "13th Five-Year Plan" period will be a major test for the entire wind power industry.

"According to my country's preliminary offshore planning, it is feasible to achieve the goal of 10 million kilowatts of offshore wind power installed capacity by 2020. The spring of offshore wind power development will be in 2016." Assistant General Manager of CSIC, National Offshore Wind Power Engineering Technology Yang Benxin, director of the research center and chairman of Haizhuang Wind Power, maintained an optimistic view in his welcome speech at the conference. He also mentioned, "In the first year of the 13th Five-Year Plan, the country will vigorously promote the leap-forward development of offshore wind power. With the joint efforts of the industry, offshore wind power will achieve rapid progress in terms of 'technology, quality and policy' and achieve rapid development. Therefore, 2016 will be a 'turning year' for wind power development."
 
Chen Minjun, deputy general manager of CSIC, pointed out that the National Offshore Wind Power Engineering Technology Research Center, relying on CSIC (Chongqing) Haizhuang Wind Power Equipment Co., Ltd., has achieved a number of landmark achievements after years of development, creating domestic offshore wind power Multiple firsts. Haizhuang Wind Power has successfully realized the grid-connected power generation of 5MW offshore wind turbines, and the installed capacity of 2MW double-fed wind turbines is in a leading position in China.
 
The 2nd National Offshore Wind Power Engineering Technology Research Center Academic Committee was also formally established. Some members will no longer hold relevant positions due to their age. 2020 is a node of falling offshore wind costs
 
With the slowdown of onshore wind power construction, offshore wind power will be the next outlet, and cost reduction is also an important task for offshore wind power development during the "13th Five-Year Plan" period. At the meeting, Qin Haiyan, secretary general of the Wind Energy Professional Committee of the China Renewable Energy Society, said that since the investment cost of offshore wind power is twice that of onshore wind power, how to reduce the cost of offshore wind power is a topic of general concern in the industry. To this end, enterprises should carry out technological innovation, improve the industrial chain system and investment and financing innovation, and strictly control the construction quality. He emphasized that 2020 will be a time point when the cost of offshore wind power will also decrease through technological advancement, maturity of the supply chain and reduction in capital costs.
 
Zhu Ronghua, chairman of Zhejiang Huayun Offshore Engineering Technology Service Co., Ltd., emphasized at the meeting that China has the most powerful engineering and technical talents in the world. If these engineering and technical talents are used well, it will greatly reduce the cost of offshore wind farms. development costs. He said that the risks of developing offshore wind farms should be controlled, and the quality control and operation and maintenance of wind turbines should be done well. In view of the environmental conditions of offshore wind power in China, he proposed the use of jacket foundation form, which can effectively reduce the basic cost of offshore wind turbines. Regarding why Siemens is the overlord of offshore wind power, President Jin Xiaolong analyzed and introduced Siemens' offshore wind turbine manufacturing process, production details and component testing, and mainly introduced Siemens' testing and certification system. He mentioned that Siemens has carried out rigorous tests to simulate the 20-year lifespan of wind turbines to ensure product quality, which is worthy of learning and reference for Chinese wind power companies.
 
Offshore wind power is an important force in promoting energy transformation in coastal provinces
 
As the main force of renewable energy, wind energy has always been criticized for its unpredictability, but Anton de Roest, chairman of MECAL (Beijing) Engineering Technology Co., Ltd., emphasized at the conference that wind energy is predictable. At the meeting, he showed the participants a week-long test of the proportion of electricity in Germany. Unlike onshore wind power generation, offshore wind power is usually built in the intertidal zone and offshore, and many departments such as marine, maritime, environmental protection use different levels of development planning for this.
