The coordinated development of the industrial chain reduces the cost of electricity consumption
 
The circular economy has long been included in the development focus. The Circular Economy Law was implemented in 2009, and the "Circular Economy Development Strategy and Short-term Action Plan" issued in 2013 stated that "it is required to promote production, circulation and consumption in accordance with the principles of reduction, reuse, recycling, and priority of reduction. The development of circular economy in all aspects.”
 
According to the deployment at that time, the traditional high-energy-consuming industries, including coal, electricity, steel, non-ferrous metals, petroleum and petrochemicals, chemicals, building materials, papermaking, food, and textiles, will accelerate their transformation and upgrading through the development of a circular economy. To this end, the state has identified ten demonstration projects of circular economy and given support policies such as finance and taxation.
 
According to public information, six batches of circular economy demonstration projects have been launched. The "2015 Circular Economy Promotion Plan" proposes to implement fixed-point centralized utilization, build a coal-electricity-aluminum-building materials industry chain, and "implement a typical model of circular economy in ten key industries, build a circular economy industrial chain, and promote inter-enterprise, industry inter-industry symbiotic coupling”.
 
The Huolinhe Circular Economy Demonstration Project located in Tongliao City, Inner Mongolia reflects the integration of coal, electricity, new energy and aluminum industries. Through the practice of circular economy, this project, which was put into operation in 2013, has continuously improved the green income and resisted the market downturn of electrolytic aluminum, which is the downstream product of the industrial chain.
 
Through the practice of circular economy, Mengdong Energy, the implementer of the Huolinhe circular economy demonstration project, has reduced costs and improved benefits in 2015 compared to 2013 before the circular economy was put into operation.
 
Wang Tiejun, deputy general manager of Mengdong Energy, believes that the market price of electrolytic aluminum is close to the break-even point. Only through the circular economy demonstration project can it ensure that there is still a certain cost advantage. In 2015, the annual power supply unit cost of the demonstration project was reduced by 0.0698 yuan/kWh, equivalent to a reduction of 949 yuan/ton per ton of electrolytic aluminum, and the power supply cost was reduced by 807 million yuan. Low cost ensures the competitiveness of downstream products, and electrolytic aluminum is still in a favorable position in the industry.
 
A green model that consumes a high proportion of wind power on-site
 
In recent years, the situation of wind curtailment and power curtailment has intensified. Statistics from the National Energy Administration show that in 2015, the average utilization hours of wind power in the country was 1,728 hours, a year-on-year decrease of 172 hours. The annual abandoned wind power was 33.9 billion kWh, with an average wind abandonment rate of 15%, which was the year with the highest wind abandonment rate since the development of wind power. . The annual average utilization hours of photovoltaic power generation nationwide is 1,133 hours, and the abandonment of light has also begun to show signs.
 
Wind curtailment and power curtailment are particularly prominent in the Three North Regions. The Wind Energy Professional Committee of the China Renewable Energy Industry Association estimates that since 2010, when the wind curtailment problem was on the rise, as of 2015, the cumulative amount of curtailed wind power was close to 100 billion kWh. In 2015, the power generation of the Three Gorges Dam and the Gezhou Dam were the same.
 
The National Energy Administration has made three orders and five applications to strengthen the consumption of renewable energy, and the policy is intensive. In February of this year, the National Energy Administration issued a document requesting to tap the potential of electricity consumption and auxiliary services of the power system in areas rich in renewable energy, and to solve the problems of abandoning wind and light. In March, the "Guiding Opinions on Establishing a Target Guidance System for Renewable Energy Development and Utilization" was issued, and a renewable energy green power certificate system was established.
 
At the end of March, the "Administrative Measures for the Full Guaranteed Acquisition of Renewable Energy Power Generation" came into effect, and all local governments, power grids, and power generation enterprises are responsible for purchasing renewable energy. On April 11, the National Development and Reform Commission approved Gansu, Inner Mongolia, and Jilin to carry out pilot projects of nearby renewable energy consumption.
 
The current policies proposed are mainly to promote wind power consumption through market transactions and replacement of power generation rights. The circular economy demonstration of Mengdong Energy has improved wind power consumption in a comprehensive way, and almost all wind power is consumed. According to the information of Mengdong Energy, the annual utilization hours of 300,000 kilowatts of wind power in the demonstration project are as high as 3,300 hours.
 
This wind power utilization hour is a lot higher than the 1,865 hours in Inner Mongolia in 2015. Mengdong Energy integrates thermal power, wind power, photovoltaic power generation, etc. into the local intelligent local power grid, and the penetration rate of wind power in the power grid reaches 38.25% for the first time in my country. Mengdong Energy has also built a 20,000-kilowatt photovoltaic power station by using the idle dump of the open-pit coal mine, and the generated power is used for the mining of the open-pit coal mine.
 
To promote experience, it is necessary to build an energy consumption end
 
The Huolinhe Circular Economy Demonstration Project is China's first "wind-power-aluminum" green industrial chain, and all its industrial chains are built in the demonstration site. The Huolinhe area has formed a coal-power-aluminum industry cluster with annual production capacity of 2600-2800 kcal of inferior lignite, 10 million tons of lignite, 1.8 million kilowatts of thermal power, 300,000 kilowatts of wind power, and 810,000 tons of electrolytic aluminum.
 
Thermal power and wind power are integrated into an intelligent local power grid, that is, according to the characteristics of circular economy, the products of coal, wind, electricity and aluminum industry chain are electrolytic aluminum.
 
Wang Tiejun explained that electrolytic aluminum is a high-energy-consuming product and also a high-energy-carrying product. Mengdong Energy converts the low-quality coal that pollutes the environment into electrolytic aluminum. In the production of electrolytic aluminum, one-tenth of the wind energy is also used, and it is also stored in the electrolytic aluminum, realizing the transformation of waste into treasure.
 
Liu Jianping, deputy general manager of Mengdong Energy, analyzed that the operating parameters and experience of wind-fire complementary power dispatching technology in smart local power grids will help improve the ability of high-energy-load industries and high-emission industries to accept intermittent renewable energy in the future, and accumulate large-scale wind power The experience of grid-connected operation is of reference and demonstration significance.
 
In the next step, Mengdong Energy also plans to integrate photovoltaic power generation into the local power grid. Liu Mingsheng, chairman of Mengdong Energy, revealed that the next step will be to further increase the proportion of green energy, and the smart local grid will not only include wind power, but also solar energy. The resource endowment and industrial base of the Baiyinhua area of ​​Xilin Gol League, Inner Mongolia meet the requirements for the replication of the Huolinhe model, and the next step will be to replicate this model.
