The National Energy Administration recently issued the "Notice on Doing a Good Job in Wind Power Consumption in 2016" (hereinafter referred to as the "Notice"), requiring great attention to the issue of wind curtailment and power curtailment, and doing a good job in the development and utilization of wind power.

 

The "Notice" puts forward specific requirements for the integration and consumption of wind power from five aspects.

 

In 2015, affected by various factors, the problem of wind curtailment and power curtailment in North China, Northeast China and Northwest China was further exacerbated. my country’s curtailed wind power reached 33.9 billion kWh, and the national average annual wind power utilization hours dropped to 1,728 hours, a decrease of 165% from 2014. Hour.

 

The "Notice" pointed out that the problem of wind curtailment and power curtailment has become the main contradiction affecting the sustainable and healthy development of my country's wind power, which must be paid great attention and effective measures should be taken to solve it.

 

In order to do a good job of wind power grid connection and consumption, the "Notice" clearly puts forward requirements from five aspects. First, fully understand the importance and urgency of wind power grid connection and consumption. The second is to strictly control the pace of construction of various power sources in areas with severe wind curtailment. The third is to earnestly implement the full guaranteed purchase system for renewable energy power generation. The fourth is to deeply tap the potential of the system to absorb wind power. Fifth, actively explore ways of wind power consumption such as wind power heating.

 

The "Notice" requires that all dispatched agencies should do a good job in the special supervision of wind power grid-connected consumption, and promote the establishment of a cross-provincial and cross-regional power trading mechanism and ancillary service sharing mechanism for renewable energy consumption. Power grid companies should earnestly assume the responsibility for the implementation of the full guaranteed purchase of renewable energy power generation, further optimize the power grid dispatching operation mode, deeply tap the system peak regulation potential, give full play to the benefits of large power grid interconnection and cross-provincial peak regulation mutual support capabilities, and ensure that in 2016 The trend of wind power curtailment and curtailment has been fundamentally reversed.

 

The "Notice" proposes that in 2015, the areas with severe wind abandonment or rapid increase in wind abandonment rate, including Inner Mongolia, Jilin, Heilongjiang, Gansu, Ningxia, Xinjiang and other provinces (autonomous regions) will not temporarily arrange the construction scale of new conventional wind power projects in 2016 . Encourage areas with low wind curtailment rates and implementation of the market to accelerate the development of wind power. In 2016, the National Energy Administration will use Gansu as a pilot province to solve the problem of wind curtailment and power curtailment, and strive to basically solve the problem of wind curtailment and curtailment in Gansu Province.

 

At the same time, each dispatched agency is required to formulate market transaction rules, and priority should be given to ensuring that renewable energy is fully connected to the grid. The Mengxi power grid area will be used as a pilot area to implement the full guaranteed purchase system for renewable energy power generation.

 

The "Notice" also proposes that power grid companies should further optimize the operation mode of inter-provincial tie lines, especially the operation mode of power grids in the northwest and northeast regions, make full use of the idle power transmission capacity of the existing power grid, and promote the cross-provincial and cross-provincial wind power in the surplus period within the province (region). District transactions. This year, the National Energy Administration will carry out optimization and renovation of heating units in the Northeast, pilot regional auxiliary service markets, and electric energy storage to participate in peak shaving work to further enhance the flexibility of the system during winter load troughs, and strive for wind power operation in the pilot area. There is a big improvement.

 

In addition, the National Energy Administration encourages the construction of a number of new wind power hydrogen production and wind power high-capacity power supply demonstration projects in areas where conditions permit, on the basis of summarizing the experience of existing demonstration projects. Hebei and Jilin provinces should speed up the demonstration work of hydrogen production from wind power. In 2016, on the basis of the original pilot areas, the National Energy Administration will further expand the scope of wind power clean heating, and take Inner Mongolia Autonomous Region as a demonstration province (region) for wind power clean heating.
