According to the "Report", according to the summary of the wind curtailment statistics of various power generation enterprises in Gansu Province, the abandoned wind power in Gansu Province in 2013 was 3.102 billion kWh, accounting for 19.11% of the national abandoned wind power and 85.86% of the abandoned wind power in the northwest region. The abandoned wind rate was 20.65%, nearly double the national average of 10.74%. Take the Hexi area where wind power and photovoltaic projects are relatively concentrated as an example. The total installed capacity of wind power and photovoltaics in Hexi has reached 10.514 million kilowatts, and its electricity load level is only about 3.8 million kilowatts, which cannot be consumed locally. satisfied. The maximum transmission capacity of the transmission channel from the Hexi region to the northwest main grid is only 5.2 million kilowatts. The "Report" shows that some areas such as Jiuquan, Jiayuguan, Wuwei and other areas have serious restrictions on the transmission of local power grids, and the maximum restricted ratio in Wuwei Huangtai area, Jiayuguan Photovoltaic Industrial Park, and Dunhuang area in summer is more than 50%. Among them, Wuwei Huangtai area in summer The restricted ratio is as high as 79%.
 
In response to the above problems, the "Report" suggests that the construction of Gansu's delivery channels should be promoted to improve the capacity of renewable energy consumption.
 
On the one hand, it is necessary to adhere to the principle of unified planning and supporting construction of power supply and power grid, speed up the construction of cross-provincial and cross-regional delivery channels, ensure maximum renewable energy access to the Internet through cross-regional and cross-basin scheduling, and coordinate the construction and coordination of delivery channels. The development cost of wind power shall be determined according to the market rules, and the consumption market shall be determined, so as to realize the optimal allocation of renewable energy in the national electricity market. On the other hand, it is necessary to promote the local consumption of renewable energy by means of industrial transfer, actively promote the direct transactions between renewable energy power generation companies and power users, improve the compensation mechanism for auxiliary services in the regional power market, and increase the consumption of renewable energy by all parties in the market. Regarding the troubling factors affecting the healthy development of renewable energy, the "Report" also disclosed two major problems: "lack of overall planning for early wind power construction" and "inadequate electricity price subsidies for renewable energy".
 
The "Report" pointed out that by the end of 2011, Gansu Province had approved a total of 6.8241 million kilowatts of wind power projects. Among them, the state approved 4.415 million kilowatts, and Gansu Province approved 2.4091 million kilowatts. Judging from the data, Gansu Province has successfully completed the planning and construction of the first batch of projects (3,813,500 kilowatts) and concession projects and demonstration projects (601,500 kilowatts) of Jiuquan Wind Power Base approved by the state.
